Your Four Corners Chapter of SCI works to ensure that hunting remains a vital part of wildlife management through our own programs, and also by backing the lobbying work of the New Mexico Council of Outfitters and Guides (NMCOG), which represents the interests of professional outfitters while safeguarding access, opportunity, and conservation for all hunters and anglers. As part of keeping our members informed about the leaders advancing these causes, we are pleased to share NMCOG’s recent announcement regarding their Board of Directors elections and appointments.
New Mexico Council of Outfitters and Guides Welcomes First-Ever Fisheries Seat Appointment to Board of Directors
The New Mexico Council of Outfitters and Guides (NMCOG) announces a historic milestone with the appointment of Kelley Ruppert of Tierra Amarilla, NM, to the Council’s Fisheries Seat on the Board of Directors—a position that has remained unfilled since its creation in 2017.

Ruppert, owner and operator of Mayfly Fly Fishing, has been a professional fishing outfitter for seven years and an active NMCOG member for five. Her term begins immediately and will run through December 2027.
“We’re so grateful to finally have the Fisheries Seat filled,” said NMCOG Board leadership. “This is an area of expertise where our Board has historically struggled. We’re excited that we have found someone who is knowledgeable and motivated to serve the angling segment of the outfitting industry.”
Ruppert’s appointment not only enhances representation for anglers but also supports all outfitters, hunters and anglers. Healthy fisheries are vital indicators of overall ecosystem health, affecting water quality, wildlife habitats, and access to public lands. Collaboration is essential to ensure that conservation priorities, land management policies, and access opportunities align to benefit every our wildlife, their habitat, and outdoorsmen.

Retiring Board Members
Tom Klumker and Steve Jones will retire from the Board at the end of 2025 after more than 30 years of dedicated service. Their leadership and commitment have shaped the outfitting and guiding community for decades.
