Safari Club International is proud to support H.R. 281 Delisting Grizzly Bears From the ESA and H.R. 556 Prohibiting the Sec. of Agriculture From Banning the use of Lead Ammunition
Safari Club International (SCI) has long supported science-based wildlife management and have repeatedly litigated against anti-hunting groups that ignore the science in favor of emotional ploys that drive their fundraising.
During our Lobby Day in May, SCI supported modernization of the Endangered Species Act and protecting access to traditional ammunition and fishing tackle for sportsmen and women. This week, the House Natural Resources Committee will vote on removing the Yellowstone grizzly bear population from the ESA and preventing unsupported restrictions on the use of lead ammunition or tackle on federal lands. SCI is proud to stand in support of H.R. 281 and H.R. 556 that call for science and fact based conservation that impacts hunters across the U.S.
H.R. 281, the Grizzly Bear State Management Act of 2025
The Act would require the Interior Department to reinstate a 2017 rule delisting the grizzly bear in the Greater Yellowstone area of Idaho, Montana, and Wyoming. Rep. Harriet Hageman, along with Sen. Cynthia Lummis, has led the charge in Congress to delist this iconic species. SCI has defended the U.S. Fish and Wildlife Service’s science-based delisting—twice—but anti-hunting groups have obstructed the delisting process with court rulings. The Act reinstates this rule and prevents further judicial activism.
H.R. 556, the Protecting Access for Hunters and Anglers Act of 2025
This bill would prevent federal agencies from prohibiting the use of lead ammunition or tackle on certain federal lands without adequate scientific justification. SCI has strongly supported hunter choice and voluntary programs that recognize limitations on access to non-lead ammunition and tackle and limitations on the science showing negative impacts from exposure to traditional ammunition and tackle.
Hunters as conservationists have a vested interest in protecting wildlife for future generations and should be trusted to make the right choice. The science does not support a wide-spread ban outside of limited localized cases.
SCI applauds the House Natural Resources Committee for bringing these bills to a vote, and encourages swift passage, both in the Committee and in Congress.

SCI and Partners File a Joint Lawsuit Challenging NJ Suppressor Ban
On Friday a coalition of six leading gun rights organizations comprised of the American Suppressor Association (ASA), National Rifle Association (NRA), Safari Club International (SCI), Second Amendment Foundation (SAF), Association of New Jersey Rifle & Pistol Clubs (ANJRPC), and the New Jersey Firearms Owners Syndicate (NJFOS), as well as Silencer Shop, announced the filing of a joint federal lawsuit in the District of New Jersey challenging the state of New Jersey’s unconstitutional ban on firearm suppressors. This litigation joins Anderson v. Raoul, the ASA Foundation and Silencer Shop—backed lawsuit challenging the constitutionality of the ban on suppressors in Illinois, at the forefront of pro-suppressor litigation.

This case isn’t just about suppressors: it’s about defending the ability of hunters to pursue game safely and lawfully. SCI has a strong record of litigating to protect regulated bear hunting in New Jersey, and views this case as a continuation of our commitment. SCI is proud to join forces with respected partners in this litigation, united by a shared commitment to defending the Second Amendment and hunting heritage. SCI stands firmly on behalf of our growing community in New Jersey, including our newly formed Garden State Chapter, to ensure that the rights of hunters are respected and upheld,” said W. “New Jersey’s total ban on silencers deprives the state’s residents of access to constitutionally protected arms,” said SAF’s Executive Director Adam Kraut. “Silencers are nothing more than mufflers designed to mitigate the damage caused to a users’ ears when firing a gun, no different than the muffler found on automobiles. Additionally, their use provides benefits to the surrounding communities by mitigating the noise created when shooting guns. Former President Theodore Roosevelt was known to use these devices while hunting and they are commonly used in Europe, which is anything but gun friendly. Lawmakers rely on Hollywood’s characterization of these tools to justify keeping their heads in the proverbial sand. We look forward to working with our partners to overturn this unconstitutional ban.”

SCI Chapter Leadership Training
Recently SCI Chapter leadership training took place at the G2 Ranch in Pearsall, Texas. It was a fantastic event, with more than 36 people attending from all over the country. The attendees had the opportunity to listen, learn, and share best practices and compliance regulations, which was incredibly valuable.
The weekend was not only informative but also a great chance to make new friends and bond with fellow members. They spent time in the field, engaged in shooting and fishing, and discovered new ways to enhance our local chapters. The camaraderie and knowledge gained during this event will undoubtedly contribute to the growth and success of our chapters.
